block only one ip

how do I block incoming connections and only one exit ip an application on my computer??
I will explain:
I have a download manager program that is updating all the time
by windows 7 firewall control plus I could only lock or unlock the connections
but not sure how to make the windows 7 firewall control plus filter or connections, either:
I want the download manager to connect at all sites except the update
I know that the site where it connects now need to know how to create a rule
to prevent updating!!

- Create a “PreventMyUpdating” zone (Zone pane)
- set ZoneResult to EnableAll
- Create a BlockMyIP rule with the IP and the rule result = Disable
- (optionally) set direction to Outgoing. (Probably the update is made by the Outgoing connection actually)
- press OK
- go to Programs.
- find the download manager and double click the entry
- choose PreventMyUpdating zone (uncheck “show advised only”).
- press OK
