Why does this program have incoming connections from ip 58.174.149.72 and 94.245.121.251?

WxFC has no predefined blocking rules beyond specified by you evidently.
Most probably, taking into account the incoming direction, the blocks were made by WindowsFirewall.
If so, the related blocking notifications included “…..WindowsFirewall:…” as a substring.
Please verify the related blocking events texts.
