The default zone can be customized in Settings/DeafultZone, which is set to DisableAll by the setup. The zone can be easily and safely set to LanOnly as well, for instance. The most important thing is it should not be too permissive, so hardly EnableAll or WebBrowser and/or FTPZone.
However, there is a set of “default” exceptions, for instance, for System, Svchost, WWAHost and DLLHost. The mentioned apps are intended to support the core functionally and should not be disabled following Settings/DefaultZone. Otherwise any unaware of the system specifics user could break the vital system functionality using the disabling defaults.
Anyway all the applications will be detected/prompted (for the permissions) and then listed.
Regarding the mentioned applications and taking into account your security policy, you have chosen the correct settings for the applications.
Actually there could be some other “system” apps/services, the list may be different in Windows8.1. Those apps/services can be probably disabled as well.

The certificate is outdated so powershell can't proceed with metro panel installation any more. Is it possible to update it?
