Hey,
just a simple question. Didn't quite get that.
How do i get the Windows 10 Firewall Control to ask me every time (with this popup Window https://ergonotes.com/wp-content/upload ... cation.png ) after a new or respectively unknown application is trying to connect itself to the internet?

if i understand your question correct: have a look in the "Settings-tab" to the option "Disable PopUp on new detected application"; uncheck this option. If no popup appears for a new application when this option is unchecked (default), it's time for further investigation.

Further, following your screenshot, if you don't like the popups for a recognised, application and satisfied with the zone applied, it's time to "disable the Events Balloon" option as shown in your screenshot or even more event processing options.

Could you please clarify.
You probably did not disable popup intentionally (by checking the disable popup in settings), but the popups were never shown.
Correct?
If so, the programs pane lists applications inserted manually only (not auto detected) or empty at all?
Do you see any balloon notifications (yellow right bottom balloon)?
What is the content of access.log file of the installation folder? Empty?
What is the version/edition you have installed?
Do you have an antivirus installed?

If you did not disable the popup intentionally, but no popups are shown though,
there may be several reasons, so we would like to make the environment clear.
