Could you please clarify.
Previously the problem happened randomly, but now it happens while waking from sleep only?
Only once? Or you have a series popups after waking?
We would need another point to focus on.

One time after waking the PC up from sleep, I got a bunch of these dialogs in quick succession. Then no more (and not every time I wake up from sleep - just that one time so far).

Just got another. This time it wasn't right after a reboot, I was just using the PC normally. I believe I launched Chrome a moment before it happened.

Interestingly, it seems like it's virtually always one of the programs with the AppUSRadar zone applied.
