Mode not taking precedence over Domain Names

It looks like the global “Mode” is not taking precedence over the Domain Name rules?

For example, as shown here: http://screencast.com/t/sLlkX37Y, a domain that’s blocked via “Domain Names” remains blocked even when “Mode” is set to “Enable All.” Conversely, if the domain is blocked via a Zone, then changing the mode to “EnableAll” removes the block, as expected (shown here: http://screencast.com/t/JTJbcRxWLH).
